LCG is the administrator for the Districtwide Project Labor Agreement (PLA). Our team coordinates with the Building and Construction Trades Council and District staff to oversee all aspects of the PLA and local hiring program. We oversee payment of prevailing wages, compliance with state mandated apprentice rations and conduct site visits to compare field activities with data reported on certified payroll. LCG works closely with non-union contractors to ensure that they will be able to use both their “core” employees and to integrate skilled union members into their work crews. We work with the various unions to ensure the dispatch of skilled workers needed to assure sound and on time construction of District projects. Additionally, our team supports the Joint Administrative Committee (JAC) in monitoring adherence to the PLA provisions and resolving project grievances.
