LCG was engaged as a subconsultant to develop all processes and procedures for the Countywide Project Stabilization & Community Benefits Agreement; their 1st countywide agreement. LCG’s staff managed the following tasks: Attend pre-proposal meetings to inform contractors of PLA requirements, coordinate pre-job meetings with Alameda County Building Trades Council (BTC), collect letters of assent and submit necessary documents to BTC, conduct “Working Under the PLA” meetings with contractors to review all PLA provisions, review monthly workforce reports to assess contractor compliance with local hire, apprentice sponsorship and apprentice utilization goals. LCG also produces monthly reports to be shared at the Joint Administrative Committee, collaborates with Community Based Organizations to conduct construction career information presentations and assists in identifying construction job-ready applicants from among apprentice, veteran and the disadvantaged populations to present to contractors.
